Surface Water Management

The Surface Water Management (SWM) program was created with the adoption of Ordinance 1001 by the Board of Directors of Oak Lodge Sanitary District in May of 1993. Program development began officially on July 1, 1993, with the collection of SWM fees based on impervious surface area. Subsequently, the Department of Environmental Quality (DEQ) issued a National Pollution Discharge Elimination System (NPDES) Waste Discharge Permit No. 101348, dated December 15, 1995, to the District. This five year permit requires the District to implement a stormwater management program to reduce the contribution of pollutants in stormwater to the maximum extent practicable and to discharge stormwater to public waters through a municipal separate storm sewer system in conformance with the conditions in the permit. The District's NPDES permit is now in the renewal process.

SWM Activities

Surface water management is much more than storm drainage. It involves the management of surface waters in a manner that incorporates every aspect associated with storm water; including public education, pollutant removal, groundwater recharge, enhancing water quality, and preservation and restoration of streams and associated riparian corridors.

The revenue from surface water management fees supports SWM Program activities, which include, but are not limited to:
