Low Income Rate Relief Program for Sanitary Sewer
This program allows eligible customers to apply for a discounted rate for the sanitary sewer portion of their utility bill. Approved applicants will receive a fifty-percent reduction in both the base and consumption charges for sanitary sewer service.
Eligibility Criteria:
- Residence within the District; the applicant may not own any property other than that associated with the primary residence for which the application is submitted.
- Total income of the household or family at or below the "Very Low Income" level for the Portland-Vancouver area, as determined annually by the US Housing and Urban Development Department.
- Proof of income status – Federal 1040 Tax Return from the previous year.
- Service account currently in good standing with no outstanding balance.
- The applicant must reapply annually for continuation in the program.
- Completed application.

Remember to provide a complete explanation for the status change requested, and sign and date the bottom of the form. Also, please note that the District will not adjust an account's billing status for temporary vacancies.

Rates Effective July 1, 2011
Sanitary Sewer Service Rates: Rates are based on both a fixed rate and average winter water consumption variable rate; winter water consumption is determined by water meter reads from November to April. The fixed rate is $20.00 per month per Equivalent Dwelling Unit, and the average winter water consumption rate is $2.11 per ccf
(1 ccf = 100 cubic feet or 748 gallons) of average winter water consumption.
Surface Water Management Rates: The rate per month is $7.00 per Equivalent Dwelling Unit.
The average single-family residential bill in Oak Lodge Sanitary District for both sanitary sewer service and surface water management service is $83.54 every two months.
